Reports

This tab is the single home for every report — it absorbs the existing bridge-level reports (DPR, Girder Ageing, Substructure Progress, Bridge Info) that currently live under the Bridge Overview → Reports dropdown, plus adds the new report types below. Dev note: the existing per-bridge "Reports" dropdown can deep-link here pre-filtered to that bridge, instead of duplicating the download logic.
